To assist these efforts, Animal Folks is leading lobbying and advocacy actions in collaboration with criminal justice partners and numerous other Minnesota residents, officials, agencies, nonprofits, and associations.
For many years, Animal Folks has studied animal cruelty and enforcement efforts to protect animals and humans.
Numerous authorities and animal law experts have been interviewed in Minnesota and from other states who have provided input into problems they have faced and best practices. Minnesota residents who have been victimized have also been interviewed and shared their ideas.
Animal Folks has developed reforms for use in the Minnesota criminal justice system, including training manuals, training sessions and webinars (including curriculum for veterinary students at the University of Minnesota), a databank of animal cruelty cases (convictions) with analysis, an animal cruelty chapter for the Judge's Criminal Benchbook, cases supporting the link to human violence, and other initiatives.
This research and work and support of hundreds of other experts and residents have shown the need for the State of Minnesota to create an Office of Animal Protection, led by the Department of Public Safety. This Office will provide focused leadership and oversight for the prevention, investigation, and prosecution of animal cruelty.
