Reforming the system to protect animals and people
The criminal justice system involves the prevention, investigation, and prosecution of crimes.
Animal cruelty is a crime against animals and is also linked to human violence, such as child abuse, domestic violence, sexual abuse, elder abuse, and other crimes. Minnesota has laws to protect animals (Minn. Statutes chapter 343) and human victims. However, a law is only as good as its enforcement. |
To be effective, hold offenders accountable, and protect communities, authorities must work within a system that supports their services and duties so they can successfully perform their jobs.
The Minnesota Office of Animal Protection bill provides such a system. The MN OAP is designed to protect animals and humans by providing statewide expertise, oversight, assistance, and resources for the effective enforcement of criminal law—specifically the prevention, investigation, and prosecution of animal cruelty.
This is system change. Such change is not about tweaking the edges. It is approaching a problem with a new mindset. It is challenging how things have always been done. It's providing solutions and introducing new ideas and best practices that meet the needs of today and tomorrow and support those tasked to enforce the law.
